VNO License Consultant
Professional consultancy for Virtual Network Operator (UL-VNO) licensing, internet service delivery, Parent ISP agreements, and DoT regulatory requirements.
With the implementation of the new telecom authorisation framework, the earlier VNO License / UL-VNO terminology has transitioned to Internet Service Authorisation – VNO for the applicable current framework.
What is a VNO License in India?
A Virtual Network Operator (VNO) License is an official telecommunications license granted by the Department of Telecommunications (DoT) under the Unified License (VNO) guidelines. It enables an incorporated company to deliver internet, broadband, and data connectivity to subscribers without owning the underlying core physical network.
Instead of deploying extensive core optical fiber or constructing towers, a VNO signs a commercial agreement with an authorized Parent Network Service Operator (Parent ISP / ISP). The VNO purchases bulk bandwidth, establishes local distribution points, and manages retail customer connections, billing, and support under its own statutory license.
This licensing model provides complete statutory protection, enables lawful issuance of static IPs and leased lines, and allows rapid market rollout with substantially lower capital expenditure.
Key Highlights of the VNO License Model
- No mandate to lay underground optical fiber or erect towers
- Wholesale bandwidth procurement from authorized Parent ISPs
- Direct retail & enterprise billing under your own brand identity
- Deliver commercial Internet Leased Lines (ILL) & FTTH broadband
- Significantly lower entry fees and bank guarantees than full ISPs
How Does a VNO Operate?
The structured operating relationship between the Parent ISP, the Virtual Operator, and the subscriber base.
Parent ISP Network
An authorized ISP builds and operates the physical fiber, switching, and inter-city routing backbone.
Wholesale Agreement
The VNO executes a commercial interconnection agreement with the Parent ISP for bandwidth carriage.
VNO Operating Platform
The VNO deploys its own billing systems, customer care, last-mile local distribution, and brand.
Subscriber Delivery
End customers receive high-speed internet and leased lines backed by full DoT regulatory compliance.
VNO vs ISP — What is the Difference?
Comparing structural ownership, capital expenditure, and operating conditions:
| Operating Aspect | ISP License Model | VNO License Model (Asset-Light) |
|---|---|---|
| Operating Model | Full Network Operator (Infrastructure Owner) | Virtual Network Operator (Service Provider) |
| Core Infrastructure | Owns core fiber optic cables, towers & routing switches | Utilizes transmission network of a Parent ISP/ISP |
| Parent ISP Agreement | Not applicable (Independent infrastructure licensee) | Mandatory commercial & technical agreement with Parent ISP |
| Capital Investment (CAPEX) | High (Substantial expenditure on network deployment) | Low to Moderate (Focus on last-mile, CRM & subscriber base) |
| Service Branding & Billing | Issues direct retail & enterprise bills under ISP license | Brands packages and bills customers under its own VNO license |
| License Classifications | UL ISP Category A, B, and C | UL-VNO Category A, B, and C |
VNO License Categories (Category A, B & C)
Under the Unified License (VNO) framework, licenses are granted across three distinct operational tiers:
All-India Service Area
Permits nationwide virtual internet operations across India using the authorized network infrastructure of Parent ISPs.
Telecom Service Area (TSA)
Authorizes virtual operations within a designated state, telecom circle, or metro service area (e.g., Delhi, Mumbai, Gujarat).
Secondary Switching Area
A localized territorial tier intended for smaller towns, district boundaries, or localized municipal zones.
VNO License Government Fee Structure
Official category-wise statutory charges payable to the Department of Telecommunications (DoT), including Application Fees, Entry Fees, and Financial Bank Guarantees (FBG).
Virtual Network Operator (VNO Category A, B & C) Government Dues
| License Category | Application Fee | Entry Fee | PBG | FBG | Total Govt Fee |
|---|---|---|---|---|---|
| VNO "A" LICENSENational Area (All-India) | ₹10,000 | ₹15,00,000 | N/A | ₹1,00,000 | ₹16,10,000 |
| VNO "B" LICENSETelecom Circle / Metro Area | ₹10,000 | ₹1,00,000 | N/A | ₹10,000 | ₹1,20,000 |
| VNO "C" LICENSESecondary Switching Area (SSA) | ₹10,000 | ₹10,000 | N/A | ₹1,000 | ₹21,000 |
The Role of the Parent ISP in VNO Licensing
A VNO operates through an official commercial and technical agreement with an authorized Parent Network Service Operator.
Network Access & Connectivity
The Parent ISP provides physical points of presence (PoPs), transmission routing, and upstream IP bandwidth connectivity to the VNO under formal SLA terms.
Mutual Agreement Registration
The VNO executes a commercial interconnection agreement with the Parent ISP, a copy of which is submitted and registered with the DoT.
Statutory Separation
While the Parent ISP manages core infrastructure, the VNO remains independently responsible for its subscriber KYC, billing integrity, and AGR reporting.
