What is License Migration?

License Migration is the formal regulatory transition of an existing telecom licence, registration, or permission granted under the earlier telecom framework (such as the Indian Telegraph Act, 1885) to the terms and conditions of the corresponding service authorisation under the Telecommunications Act, 2023.

The Department of Telecommunications (DoT) allows eligible licensees to transition their existing authorizations to align with modernized regulatory conditions, unified service definitions, and simplified digital compliance mechanisms.

Continued Compliance:Satisfying net worth, paid-up capital, and equity norms under new authorisation rules.
Corresponding Authorisation:Matching corresponding authorisation available under current 2026 rules.
Corporate & Financial Filings:Submitting certified board resolutions, auditor filings, and shareholding patterns.

Migration Application Process

Migration Request

The applicant initiates the migration request for the eligible existing licence through the designated DoT authorisation portal.

STAGE 02

Application Form

After initiating migration, existing applicant and service information is populated for review, editing, and uploading required documents.

STAGE 03

Data Modification

The applicant modifies existing licence/service entries and adds relevant new entries where permitted by the portal framework.

STAGE 04

Upload Signed Application

After validation, the signed application is uploaded and submitted via Final Submit, forwarding it to the concerned nodal office for scrutiny.

STAGE 05

Modification After Reversion

If the nodal officer reverts the application for corrections, it becomes available in the dashboard for editing and resubmission.

STAGE 06

Approval for Migration

Once approved by DoT, the migrated service is formally reflected under the applicant's official migration records and dashboard.

FINANCIAL RECONCILIATION

Migration Fees & Guarantee Adjustments

Migration does not follow a fixed standalone application fee. Instead, financial adjustments are determined by comparing existing payments against the new authorization requirements:

Entry Fee Difference:The applicant pays the difference between the entry fee already paid for the existing licence and the entry fee applicable to the relevant new authorisation.

Bank Guarantee Difference:The applicant submits a guarantee for the difference between bank guarantees already submitted and the guarantee specified for the new authorisation.
NO REFUND / NO REDUCTION STATUTORY RULE
Where the entry fee or bank guarantee already submitted exceeds the requirement applicable to the new authorisation, the excess is not refundable and the bank guarantee is not reduced merely due to migration.
